I see you didn't create the layout yourself and it's just a template you got somewhere, which I think is a loss, because there are sure ways to create some nicer layouts, maybe even something that's a little related to sports, since almost the whole page is about sports. The colors do match and everything is easy to read, but I think a page that's dominated by the color white is not very friendly to the readers' eyes. Maybe some light brown or orange background would be a slight improvement.
I also thought the links in the menu on the left are way too big. If you made them smaller and put them more into order it would be easier to get an overview of the content of your site and the outgoing links you've added. I'd also separate the sports-related links from the links that have nothing to do with sports. Also your email-address gets hardly noticed, because it's not really marked as a way to contact you.
What I also miss is a comments-feature. At Blogger you do not have that included, but there are some more or less reliable services where you could get you some comments, for example [url=http://www.blogextra.com/back...]BackBlog[/url] . Comments are always nice for your readers to join in. When I pass by on a blog that has no comments I feel less invited.

I'm not a Derby fan, though I see you are a huge fan of that sport, and you're mostly on topic giving much and very regular information on the latest news in the field. For people who are interested in Derby your website is sure a good source. I also think your writing style is very good. I don't know what your job is, but I could imagine very well, that you'd be a good journalist - always on spot, not too much unnecessary chitchat, short, easy to understand sentences. Thought I'd point that out, and that's one reason why I gave you a high rating for "expression."
I'm missing a bit more information about you though. It's a website mainly about facts, though I think a blog is still something personal and it makes a better impression if you at least introduce yourself shortly in a small profile on the front or on an extra page. Looking at blogs I'm always interested at who's behind the page, how old the person is and where the person is located.

I know you've already had greater layouts. The current Paris theme looks quite dark and depressing though. The photo of Paris on top looks nice, but it doesn't match well with the font on it and the words "Le Clarissa Blog" looks lost in the top left corner. Though I like the color scheme, because it goes well with the photo of Paris, and everything is easy to read. The shape of the brown background graphic of the different sections in your navigation reminds me of the old stone buildings in Paris. Maybe it was the reason why you chose the shape. You hardly got special interesting effects on your website. It's all very simple, though what's cool are your expressive smilies you use in your entries.
All in all your blog is very user-friendly, clearly structured, though a suggestion I'd make is that you should point out more what kind of creative work you sometimes do. Maybe add another section in your navigation and link all your work there, because it gets somewhat lost in your "Go Here" section, even though it's worth to check it out.

You write about a broad variety of topics, from sometimes personal more or less emotional stories or just random chitchat to very informative little essays, like about your atheist position and your reasons or about the situation in Tibet mainly based on a book you read, also sometimes discussions of current news and your strong opinions mostly on politics, society and religious views. Lately you've started posting regular photography. I'm not so much into photo blogging, though I think your ideas are very creative, like many of your additional artsy pages, e.g. your Clarissa Explorer.
I like reading your entries, you spread some positive vibes, you do not force your views on anybody, but you can be rather opinionated and it's interesting at times to think about what you said. I also like your childishness at times in contrary to the seriousness of other entries. Your video entries are always funny, I like your sense of humor you express in many of your entries much. Though what I'm missing is more expression of your emotional situation, more just about you, more details about who you are, what bugs you, what makes you sad, what made you who you are.

There are no big requirements to join, but when you apply to be reviewed you should keep in mind that it's not gonna be easy to be rated TOP when you have a blog with a very simple layout, maybe even a template that about every 5th blogger uses. The first impression counts already, which means - the look of your blog.

I will look very closely at the content of the blog also and read through many of your entries, also old entries, plus all additional pages if you have some.

I'll also check out the usability and loading time and the frequency of updates, special original features, just about everything. Your blog will be checked through. It won't be just a superficial review like many others of other pages that only look at what's on the front. If you have a bad day and nothing exciting to tell, it doesn't matter that day I check your site, because I'll look at other days, too, to be fair.

As soon as some reviews have been made just check out what it looks like and how I rate things. I'll also give hints on what I'd improve.

What counts is - to be yourself, to be honest, best is to be a bit opinionated, and a bit creative also. And keep in mind my opinion may not be everyone's. Even if I say your blog is HOP and not TOP I may just be a dumb bitch that has no clue, and just keep on doing whatever you do. LOL

I'll try to make one review per week, probably two in a good week. Those that apply first are those that get reviewed first, so be patient until it's your turn.

I'm currently thinking about what kind of blog I could put on here. I already have my personal blog in which I tell my personal stories day in day out. And since this system here is so cool I think I want to use this blog for something I use regularly also. So - what would you love to see on here? Tell me in the comments please if you pass by:

1) a meme about political questions?
2) the revival of the [url=http://www.this-or-that.org]This or That[/url] meme that was unfortunately recently closed by the owner?
3) another personal blog in which I tell about my inner thoughts?
4) a blog in which I discuss cool or really bad blogs of other people that I sometimes find online? like a blog review page?
5) a photo blog?
6) something else that you can suggest in the comments...

What do you think? Let me know. It's not like I have no ideas myself, but I'd like to do a thing that's not only interesting to myself, but also to others. :D
